(I) Bureau Office (Petition Office). It shall oversee the day-to-day operations and service functions of the Bureau, manage official documents, meetings, confidential information, files, information submission, publicity of government affairs, overall governance, and petition and stability maintenance, and take charge of the drafting of key documents.
(II) Policy and Legal Affairs Department. It shall handle legislative planning and policy research related to natural resources, national land and space planning, urban and rural development, as well as surveying and mapping geographic information for Wuhan City. It shall lead and participate in the drafting of key policy documents, local regulations, and rules in relevant sectors, and review the legality of administrative and normative documents. It shall also take charge of administration according to law, law publicity, and promotion of laws and regulations activities.
(III) Financial Department. It shall manage the financial affairs of the Bureau, including the development of financial systems, preparation, revision, and public disclosure of departmental budgets, performance assessment, etc. It shall oversee and guide government procurement and state-owned asset management of the Bureau. It shall also take charge of the management of non-tax revenues and internal auditing of the Bureau. In addition, it shall undertake related financial activities of the Bureau.
(IV) Natural Resource Title Confirmation and Registration Department (Wuhan Municipal Natural Resource Title Confirmation and Registration Bureau). It shall formulate systems, standards and regulations concerning the unified title confirmation and registration, land title investigation, dispute settlement, and application of results relating to various natural resources and real estate assets. It shall also carry out and supervise the title confirmation & registration and certification of natural resources and real estate in Wuhan. It shall manage the files and documents related to the registration of natural resources and real estate.
(V) Natural Resource Ownership Right Department. It shall develop and implement policies and measures for managing state-owned natural resource assets, and undertake the valuation, accounting, and allocation of these assets. It shall organize the implementation of the statistical and reporting systems for state-owned natural resource assets. It shall also prepare balance sheets for state-owned natural resource assets and organize relevant evaluations and assessments. In addition, it shall organize the development of policies and measures on the allocation, transfer, leasing, capital contribution by valuation, and land reserves of state-owned natural resource assets, and prepare land reserve plans. It shall hold meetings regarding the supply of state-owned construction land as authorized by the municipal government.
(VI) Natural Resource Development and Utilization Department. It shall draft the system for the paid use of natural resource assets and supervise its implementation. It shall lead the establishment of market transaction rules and platforms for natural resources. It shall also take charge of the market supervision management and dynamic monitoring of natural resources, and prepare plans for the supply of state-owned construction land. In addition, it shall establish a public government pricing system for natural resources and organize an evaluation of classified and graded pricing for natural resources. It shall draw up and implement standards for natural resource development and utilization and organize evaluations and assessments. It shall coordinate the disposal of idle land and approved yet unsupplied land, and promote the redevelopment of inefficient land for further resource-efficient use. Besides, it shall draft and guide the implementation of policies for the development and utilization of collective construction land.
(VII) Natural Resource Protection and Use Control Department. It shall develop and organize the implementation of policies and measures for protecting arable land, and assess the fulfillment of responsibilities and targets for arable land protection, as well as the special protection of permanent basic cropland. It shall oversee the designation and management of permanent basic cropland. In addition, it shall organize the drafting and supervise the implementation of policies and measures for land acquisition & expropriation and national land & space use conversion, and handle the review and approval processes for land acquisition & expropriation and use conversion. It shall manage temporary land use and pre-approve land for construction projects in new districts and development zones. Besides, it shall undertake the responsibility for comprehensive national land remediation, and coordinate the balance between arable land occupation and compensation, the linkage between urban and rural construction land and their increase or decrease, as well as the investigation and management of land changes in Wuhan. It shall also provide guidance on and supervision for the management of agricultural land used for facilities.
(VIII) Ecological Restoration and Geological Environment Department (Natural Resource Survey and Monitoring Department). It shall conduct research on ecological restoration policies for national land and space, organize the preparation and implementation of national land and space ecological restoration plans, and guide the overall efforts in this area in Wuhan. It shall take charge of the organization, coordination, supervision, and guidance of geological disaster prevention and control, oversee and manage geological environment protection, and coordinate efforts to address and prevent land subsidence. It shall also manage the mineral resource reserve and mining right, and supervise and guide the rational utilization and protection of mineral resources. In addition, it shall develop and implement the system for surveying, monitoring, and evaluating natural resources, organize and carry out basic and special surveys, dynamic monitoring, analysis, and evaluations of natural resources, and manage the results.
(IX) National Land and Space Planning Department (Village and Town Construction Department). It shall establish and improve the national land and space planning system, and develop the system for monitoring, assessing, and issuing early warnings regarding plan implementation. It shall organize the preparation and supervise the implementation of overall plans, detailed plans, and relevant special plans for national land and space. It shall also take part in the preparation of national economy and social development plans, regional plans, and other special plans concerning spatial layout. Besides, it shall develop technical guidelines and regulations for the preparation of relevant plans. It shall organize and guide the preparation of village plans and provide guidance for relevant construction of villages and towns. It shall also take part in and guide the living environment improvement of villages and towns. Moreover, it shall coordinate the protection of traditional villages. It shall coordinate the preservation of famous historical and cultural towns and villages, and offer guidance for the preparation of plans for historical and cultural districts, as well as notable towns and villages.
(X) Planning and Strategy Department (Major Projects Department). It shall develop and oversee the implementation of key strategies, as well as medium- and long-term plans and policies for urban and rural development. It shall organize research on critical issues related to the high-quality development in these areas. It shall also organize the preparation and oversee the implementation of the annual construction plans for urban development projects. In addition, it shall collaborate with the finance department to allocate, manage, and utilize special municipal funds for urban construction. It shall undertake the planning of municipal infrastructure projects and maintain a reserve of major engineering projects. It shall handle the overall planning, coordination, and promotion of key urban construction projects assigned by higher authorities, and supervise the fulfillment of work objectives.
(XI) Transportation and Municipal Affairs Department. It shall lead research on transportation and municipal system planning and major issues, and organize the development of special plans for urban roads, bridges, tunnels, rail transit, and other municipal infrastructure. It shall carry out research and formulate technical standards for planning and managing transportation and municipal engineering, as well as relevant technical rules and policies for urban road construction. In addition, it shall take charge of the pre-examination of land used for transportation and municipal projects, and conduct technical reviews of construction plans for these projects in central urban areas. It shall coordinate the work related to planning for naming relevant roads. It shall also approve traffic and municipal planning, verify planning conditions and perform other tasks.
(XII) Land Use Planning Department. It shall carry out research and draft relevant policies and measures for land use planning management, and supervise their implementation. It shall manage the maintenance and modification of detailed control planning. Besides, it shall undertake responsibilities for managing the pre-review of land use for construction projects in central urban areas, reviewing and releasing site selection opinions, drafting planning & design conditions, and approving construction land planning in accordance with the law. It shall provide guidance on issuing land status reports, key reserve points, and planning opinions for central urban areas.
(XIII) Urban Design Department. It shall lead the development of the urban design management system, and organize and guide the preparation and review of comprehensive urban designs and related specific urban designs for key areas. It shall also provide guidance on site-specific urban designs and formulate policies and measures for urban landscape control. It shall manage the construction project planning permits and verification of planning & design conditions for construction projects in central urban areas. Moreover, it shall coordinate the efforts to promote the construction of Creative Cities Network and City of Design initiated by the UNESCO.
(XIV) Construction Industry Management Department (Administrative Approval Department). It shall develop development plans and industrial policies for the construction and engineering supervision sectors, supervise their implementation, and ensure the coordinated development of the construction industry. It shall regulate the construction market and promote the establishment of a credit system. In addition, it shall manage the qualifications and certifications of professionals in the fields of construction, engineering supervision, project quality monitoring, and engineering cost consulting within the limit of the authority. It shall also supervise the bidding & tendering of construction projects. It shall provide guidance and oversight for the application of various construction standard quotas and engineering cost quotas, and organize the establishment of relevant local standards and quotas. Moreover, it shall regulate the bidding & tendering, construction permits, implementation of standard quotas, and acceptance upon completion and filing of housing construction projects. It shall undertake the comprehensive statistical work for the construction industry. Besides, it shall organize the drafting of procedures for administrative approvals and services in the Bureau, manage the day-to-day operation of approval service windows, and coordinate the issuance of relevant documents and certificates of the Bureau.
(XV) Quality and Safety Management Department. It shall organize the establishment of regulations, standards, and guidelines for the quality and safety of housing construction projects and ensure their implementation. It shall also organize the supervision and management of the construction quality, work safety, and housekeeping of housing construction projects, and organize or participate in the emergency response and investigation of quality and safety accidents in housing construction projects. In addition, it shall conduct comprehensive statistical work for the supervision industry of housing construction projects. It shall promote the efforts to address and prevent land subsidence caused by housing construction activities.
(XVI) Drawing Review, Fire Safety, and Energy Conservation Department. It shall provide guidance and supervision for the design review of construction project design drawings in Wuhan, and oversee the review of construction drawing design for municipal housing construction projects. It shall guide and supervise the fire safety design review and acceptance for construction projects in the city, and take charge of the review and acceptance for fire safety design of municipal housing construction projects and other related types of construction projects. Moreover, it shall coordinate and promote green development in urban and rural construction, draft local policies, development plans, and energy-saving standards for urban and rural development, and ensure their enforcement. Besides, it shall promote green building initiatives, and undertake the promotion and application of prefabricated buildings, energy-saving and emission-reducing buildings, renewable energy buildings, green building materials, and new materials. It shall also organize the implementation of major building energy efficiency projects. In addition, it shall promote the coordinated development of intelligent construction and new building industrialization, as well as the transformation and upgrading of the city's construction industry towards industrialization, digitalization, and green development. It shall oversee the standardization of municipal housing construction projects. Furthermore, it shall manage seismic design for housing construction projects.
(XVII) Science, Technology, and Information Department (Survey, Design, and Mapping Department). It shall manage industries related to plan preparation, surveying and mapping, exploration, and design, formulate and supervise the implementation of development plans and industry policies. It shall manage the qualifications and practice qualifications of relevant enterprises within the authority, and guide and promote industry development. It shall oversee the management of surveying credit, geographic information and achievements, public services, maps, and the protection of surveying markers. Besides, it shall take responsibilities for promoting technological innovation, application of high technology, scientific project management, achievement publicity, foreign exchange, and implementation of foreign-related projects in the fields of natural resources, planning, and urban & rural development. It shall also take responsibilities for the management of IT application and big data, and coordinates the advancement of IT application in business of the Bureau. It shall maintain and manage the portal website.
(XVIII) Law Enforcement Supervision Department. It shall formulate and supervise the enforcement of administrative laws and regulations in fields such as natural resources, national land and space planning, urban and rural construction, and surveying & mapping. It shall provide guidance and coordination for law enforcement activities in these areas, and take action against legal violations. Moreover, it shall ensure the proper implementation of regulations for supervising natural resources and national land and space planning, and conduct supervisions and checks on the implementation of relevant laws and regulations in these fields.
(IXI) Organization and Personnel Department (Retired Cadres Department and Human Resources Department). It shall take responsibilities for the organization, human resources, organizational structure, united front work, and services to retired cadres in the Bureau and its (directly) affiliated units. It shall also oversee talent development and services in related sectors.
Party organizations in the Bureau shall be established in accordance with the relevant regulations.
