While adhering to the policies and decisions of the CPC Central Committee on natural resources and urban-rural development, Wuhan Municipal Bureau of Natural Resources and Urban-Rural Development (hereinafter referred to as "the Bureau") integrates the unified leadership of the CPC Central Committee into the performance of duties concerning natural resources and urban-rural development. Moreover, the Bureau implements the work requirements from Wuhan Municipal CPC Committee and Wuhan Municipal People's Government. Major duties to be performed by the Bureau are as follows:

(I) Performing the duties as the owner of state-owned land, mineral resources, forests, wetlands, water, and other natural resource assets and, at the same time, regulating the usage of national land and space. The Bureau shall implement the laws and regulations relating to natural resources, national land & space planning, urban-rural development, surveying and mapping geographic information. It shall take part in the drafting of relevant local laws, regulations and standards as well as the normative documents of Wuhan Municipal People's Government.

(II) Promoting the urban-rural development in a coordinated manner. With regard to urban-rural development, the Bureau shall formulate strategies, policies & systems, reform plans, mid-term and long-term development plans, annual plans, and relevant local standards and technical requirements, and supervise their implementation. It shall also put forward its policy suggestions on high-quality development, green development, and other major issues relating to urban-rural development. Moreover, it shall formulate plans for urban-rural infrastructure construction and supervise their implementation. With respect to the urban infrastructure projects, it shall carry out preparatory work for projects (such as reserve of projects, project approval, feasibility study), organize the compilation of annual construction plans for urban construction projects, and work together with the competent financial department to arrange for, use and manage the special funds for urban construction allocated by the municipal financial department.

(III) Taking charge of the survey, monitoring and assessment of natural resources. The Bureau shall implement the natural resource survey, monitoring and assessment system, indicator system, and statistical standards. In addition, it shall carry out the basic survey, special survey and monitoring of natural resources. It shall also supervise and manage results for natural resource survey, monitoring and assessment, and publish the relevant information. Moreover, it shall provide guidance for local districts (including development zones, Changjiang New Area, and scenic areas; the same below) during the survey, monitoring and assessment of natural resources.

(IV) Taking charge of the unified title confirmation and registration of natural resources. The Bureau shall organize the formulation and implementation of systems, standards and regulations concerning the unified title confirmation and registration, land title investigation, dispute settlement, and application of results relating to various natural resources and real estate assets. In addition, it shall manage the registration data for natural resources and real estate assets. It shall also guide and supervise the title confirmation and registration of natural resources and real estates in local districts.

(V) Managing the natural resource assets. The Bureau shall carry out the work relating to the reporting system of state-owned natural resource assets. Moreover, it shall conduct the accounting for and rationally allocate the state-owned natural resource assets. It shall also take charge of the value assessment and management for natural resource assets.

(VI) Managing the development and utilization of natural resources. The Bureau shall organize the formulation of natural resource development plans as well as the natural resource development and utilization standards, and supervise their implementation. In addition, it shall establish a government price announcement system of natural resources, assess their utilization, and guide their economical and intensive use.

(VII) Organizing the compilation of national land & space plans and supervising their implementation, and promoting the "integration of multiple regulations". The Bureau shall organize and carry out the suitability assessment for development of national land & space and, at the same time, establish the monitoring, assessment and early warning systems relating to the implementation of national land & space plans. In addition, it shall organize experts to demarcate the boundary lines for permanent basic cropland, ecological protection and urban development as well as other control lines for natural resource protection. It shall also take part in the preparation of national economy and social development plans, regional plans, and other special plans concerning spatial layout. Moreover, it shall manage qualifications of urban-rural planning industry management and planning compilation units.

(VIII) Regulating the usage of national land & space. The Bureau shall establish and improve the usage regulation system for national land & space, and supervise its implementation. In addition, it shall formulate and implement the annual utilization plans for land and other natural resources. It shall also take charge of changing the usage of national land & space. Moreover, it shall manage the land acquisition and expropriation. It shall manage the planning of construction land. According to the law, it shall carry out the pre-review of land use for construction projects, approve and issue the suggestions on site selection, and issue the planning permissions for construction land. In addition, it shall manage the temporary land use.

(IX) Coordinating the ecological restoration of national land & space. The Bureau shall implement the ecological protection and compensation system and formulate the ecological restoration policies for national land & space. It shall organize the compilation of ecological restoration plans for national land & space, and guide the ecological restoration for national land & space in Wuhan. In addition, it shall take charge of the comprehensive improvement of national land & space, land consolidation and reclamation, and geological environmental restoration and control of mines.

(X) Organizing the implementation of the most rigorous protection system for cultivated land. The Bureau shall implement the cultivated land protection system and take the lead to formulate and implement the cultivated land protection policies and measures. It shall protect the quantity and ecology of cultivated land, and the quality of cultivated land during land consolidation and reclamation. In addition, it shall implement the responsibility target assessment system for protecting cultivated land, and ensure the special protection of permanent basic cropland. It shall also implement the requisition-compensation balance system for cultivated land, and supervise the allocation of compensation for occupied cultivated land.

(XI) Taking charge of geological disaster prevention and control as well as management of geological and mineral resources. The Bureau shall manage the geological work and geological survey industry in Wuhan. In addition, it shall formulate and guide the implementation of plans and standards for geological disaster prevention and control. It shall also investigate and evaluate the geological disasters, and carry out the general survey, detailed survey, and investigation on potential geological disasters. Moreover, it shall coordinate the treatment and control of ground subsidence. It shall also manage the mineral resource reserve and mining right, and supervise and guide the rational utilization and protection of mineral resources. In addition, it shall supervise and manage the geological relics and paleontological fossils in Wuhan.

(XII) Managing urban design. The Bureau shall establish the urban design management system, and organize and guide the preparation and review of urban design. In addition, it shall formulate and supervise the implementation of control policies and measures concerning city landscape. It shall also manage the planning of construction projects. Moreover, it shall coordinate the efforts to promote the construction of Creative Cities Network and City of Design initiated by the UNESCO.

(XIII) Supervising and managing the construction market. The Bureau shall regulate the construction activities, push forward the establishment of credit system in construction market, and guide and promote the development of the construction industry, survey and design services, project supervision, and decoration & remodeling industry. In addition, it shall, according to its due authority, manage the enterprise qualifications and practice qualifications in construction industry. It shall also supervise the bidding & tendering, survey and design of construction projects. Moreover, it shall manage and guide standard quotas and project costs of construction projects. It shall also guide and supervise the review and acceptance check of fire protection design for construction projects in Wuhan.

(XIV) Supervising and managing the housing construction project and its quality safety. With regard to housing construction projects, the Bureau shall supervise the bidding & tendering activities. It shall review the construction drawing design, check the construction permits, conduct the construction supervision and supervise the acceptance upon completion. It shall also determine the quotas for project cost and construction standard, and carry out the review and acceptance of fire protection design. In addition, it shall manage the seismic fortification of housing construction projects. It shall also supervise and manage the construction quality, work safety and housekeeping for housing construction projects. Moreover, it shall organize or take part in the emergency response, investigation and handling of quality and safety accidents relating to housing construction projects.

(XV) Regulating and guiding the construction of villages and towns. The Bureau shall guide the construction of municipal infrastructures in towns. In addition, it shall guide relevant construction of villages and towns. It shall also take part in and guide the living environment improvement of villages and towns. Moreover, it shall coordinate the protection of traditional villages. It shall also guide the formulation of plans for famous historical and cultural villages and towns.

(XVI) Managing the surveying and mapping geographic information. The Bureau shall manage the basic surveying and mapping as well as the surveying and mapping industry and market. In addition, it shall manage the surveying and mapping qualification and credit, and supervise the geographic information security and market order. It shall also manage the public services for geographic information. Moreover, it shall formulate and organize the implementation of plans relating to basic surveying and mapping. It shall also manage the basic surveying and mapping products, and examine and approve the formulation of maps. In addition, it shall protect the survey marks.

(XVII) Promoting the building energy efficiency. The Bureau shall promote the popularization and application of prefabricated buildings and building energy efficiency. In addition, it shall promote the green building. It shall also supervise and guide the management of production quality and green production in pre-mixed concrete (mortar) industry. Moreover, it shall guide the application of renewable energy building and green building materials. It shall also organize the implementation of major building energy efficiency projects.

(XVIII) Promoting the scientific and technological innovation for natural resources and urban-rural development. The Bureau shall organize the construction of major technological projects and cultivation of innovation capabilities, promote the technology introduction, scientific and technological research projects, transformation and utilization of scientific and technological achievements, and popularization and application of new technologies, and implement and supervise relevant technological standards, regulations and codes. In addition, it shall promote the IT application, standardization, and intelligent building in relevant industries.

(XIX) Taking charge of the administrative enforcement of law, and supervision and check in relevant fields according to related laws and regulations. The Bureau shall undertake the administrative enforcement of laws relating to natural resources, national land & space planning, urban-rural development, and surveying & mapping. In addition, it shall, according to related regulations, supervise and inspect the enforcement of laws and regulations concerning natural resources and national land & space planning.

(XX) Undertaking its responsibilities relating to full and rigorous Party governance, national security, ideology, comprehensive management and stability maintenance, cultural and ideological progress, work safety, ecological environmental protection, human resources, and confidentiality according to relevant regulations.

(XXI) Accomplishing other tasks assigned by the superior.
