Changjiang New Area Rapidly Advances Land Use Approval, Achieving Significant Results and Demonstrating New Speed

In 2024, Changjiang New Area focused on the goal of "10,000 mu (about 1,647 acres) of land assembly for development and 5000 mu (about 824 acres) of approved land", increased efforts in overall planning and implementation, and completed the annual task 50 days ahead of schedule. So far, 10,055 mu (about 1,656 acres) of land assembly for development has completed, and 6,869 mu (about 1,132 acres) of land has been approved. According to the notification from Wuhan Municipal Bureau of Natural Resources and Urban-Rural Development, the approved land area of Changjiang New Area ranked first in the city in the first quarter, and ranked among the top in the city throughout the year. Among them, the newly added urban construction land ranked first in the city throughout the year. The land element guarantee has provided strong support for the economic and social development of Changjiang New Area, and the main leaders of the Party Working Committee of Changjiang New Area have repeatedly given written recognition and praise to it. The Department of Natural Resources of Hubei Province and the Wuhan Municipal Bureau of Natural Resources and Urban-Rural Development have highly recognized the project land guarantee of Changjiang New Area in the fourth quarter.

Changjiang New Area has taken a firm step in ensuring industrial guarantee, supported its comprehensive development, and achieved reasonable growth in quantity. The Natural Resources and Planning Bureau of Changjiang New Area has always taken the "132" modern industrial system and the industrial layout of "digital innovation in the west, intelligent manufacturing in the east, service industry along the river and cultural tourism by the lake" as important guidelines for land use approval. It has seized the opportunity bravely, and innovatively launched the land assembly for development for 2,462 mu (about 406 acres) of science and education integration innovation park, 6,093 mu (about 1,004 acres) of Xiangjiahu area comprehensive development project and other regional comprehensive land use projects. In addition, it has used the best material at the key point. To be specific, it has allocated arable land quotas and newly-added land plans in a science-based and accurate way, and ensured the approval of 3,343 mu (about 551 acres) of industrial land, including Jiangwan Science and Education Integration Innovation Park Phase I, four villages' industrial land, CEC Optics Valley, Hengtai Cable, industrial land north of Sanli Avenue, and land on the east side of the Foreign Language School, for which the condition permits and construction is about to be started. Besides, it has continuously optimized the timing of factors supporting technological innovation and emerging industries.

Changjiang New Area has painted an exquisite picture that filled in the gaps, built the infrastructure that ensured people's livelihood, and achieved effective improvement in quality. Based on the reality of insufficient facilities for people's livelihood and weak infrastructure, Changjiang New Area adhered to the principles of "filling gaps, solidifying foundations, strengthening muscles and bones, and seeking practical results", and strived to promote the coordination between industrial development and people's livelihood, the matching between technological innovation and infrastructure, and overall planning for highlighting the focus and integrating points & surfaces. On the one hand, it has made great efforts to ensure the approval of 2,171 mu (about 358 acres) of land used for livelihood facilities, such as medical facilities (Phase I and Phase II of the medical complex), educational facilities (the foreign language school, sports and dance school) and reconstruction facilities (Nanhu, Honglian, Dengfan). On the other hand, it has focused on ensuring the approval of 1,355 mu (about 223 acres) of land used for infrastructure, such as transportation (Shenghai Avenue, Zhaolong Road, Xingqi Road, Gongdu Road, etc.), energy and water resources projects (new embankment project along the Fuhuan River), promoting the development of livelihood services and construction in Changjiang New Area on a fast track.

Changjiang New Area has built a "golden" brand for deepening reform, optimized the approval process of land assembly for development, and achieved orderly improvement of the mechanism. It has provided door-to-door services. Specifically, it has successively visited China Construction Third Engineering Bureau Group Co., Ltd., China First Metallurgical Group, China Railway Construction Corporation and other companies to establish the "one-to-one" service workgroups, and offered the whole-process comprehensive service for major projects. Besides, it has visited four sub-districts (i.e., Sanliqiao, Wuhu, Liuzhi and Yangluo) with heavy land acquisition tasks multiple times to work on the spot and answer questions on site. It also worked together with the sub-district offices to accelerate the release of the announcement on land acquisition compensation and resettlement, the signing of compensation and resettlement agreements and the release of risk assessment reports, and promoted the standardization and legalization of land acquisition compensation and resettlement procedures. In addition, it has set up a dedicated team for land approval and taken the combined measures of "daily report on progress, weekly meetings for advancing progress and timely meetings for difficulty analysis" to speed up the solution of process blockages and problems. It has promoted the district-level preliminary review and land assembly for development simultaneously and established a mechanism for problem feedback on the same day and problem solving the next day. After reporting to the municipal level authority for review, a dedicated person is assigned to track each link throughout the process, ensure timely explanation of any doubts, fill of any gaps and resolution of any problems, and minimize the approval time to the greatest extent possible. As a result, the approval efficiency of land assembly for development in Changjiang New Area has increased by about 33%. A significant reduction has been found in the average time from receiving documents on the Cloud Platform of Hubei Government Affairs to passing the municipal level review. Among them, five projects, including Phase I of the medical complex, the land for the city's reserve grain depot, Liando U Valley and Mckintey, were all approved within 7 days, and 43% of projects were approved within 14 days.

The approved land in Changjiang New Area is mainly used for education, healthcare, industry and infrastructure construction, which will promote the integrated development of technological innovation and accelerate the agglomeration of new quality productivity industries in Changjiang New Area, continuously improve people's livelihoods, and enhance the sense of gain and happiness of the people in Changjiang New Area.
