Wuhan's First Natural Resource Asset Package Project Concluded

On January 8, 2025, Zhu Ying, a member of Wuhan Committee of the Chinese People's Political Consultative Conference and Deputy Director of Wuhan Municipal Bureau of Natural Resources and Urban-Rural Development, appeared on the live stream of Changjiang Daily's Two Sessions program. She discussed the outcomes of the city's first natural resource asset package project. She noted that "the Huangtang Lake Area in Dongxihu District is the site of the city's first natural resource asset package project. This represents a significant step forward for Wuhan in deepening the market-oriented reform of natural resource elements and expanding the pathways for realizing the value of ecological products."

The recently concluded project involves Asset Package No. 189. This package encompasses approximately 120 mu (about 20 acres) of state-owned construction land use rights, 12.67 mu (about 2 acres) of state-owned agricultural land operation rights, and 721.63 mu (about 119 acres) of state-owned agricultural land concession rights. Located in the core area of Huangtang Lake and the Jinyintan commercial district, the area boasts beautiful natural scenery and is in close proximity to landmarks such as Wuhan Keting (China Culture Expo Center) Wuhan Polar Haichang Ocean Park, and Jinyintan Hospital. Additionally, the area is also well-equipped with commercial, leisure, and educational facilities. It is planned to be developed into an elderly-friendly community (including a 25,000-cubic-meter medical and elderly care service facility), as well as a park. This project holds significant potential for investment and operation. By integrating the supply of commercial and public resources via the open market, this project fully leverages the synergistic effects among natural resource assets. It transforms their ecological value into economic value, thereby helping to maximize the comprehensive value derived from the use of natural resources.

Wuhan City continues to explore the model of "ecological restoration + resource utilization + industrial integration," aiming to transform ecological advantages into strengths for green development. Wuhan Municipal Bureau of Natural Resources and Urban-Rural Development has taken the lead in piloting the development of natural resource asset configuration plans and implementation strategies, marking a national first.

"This initiative integrates top-level design with practical application, clarifying the value realization pathway for 'resources-assets-capital-funds', and innovatively proposes a management framework and configuration system," Zhu explained. Relevant departments have developed a series of pilot projects focused on resource management, investment attraction and enterprise needs, thereby establishing a reserve of asset configuration projects.

This project fully utilizes the market's decisive role in resource allocation, promoting the unity of natural resource protection and utilization. It supports the implementation of national land and space planning, and contributes to high-level protection, utilization, and management of natural resources.

Zhu noted that the next steps would focus on improving the natural resource asset pricing system, deepening the reform of the paid-use system, and enhancing the mechanism for realizing the value of ecological products. She suggested that district governments conduct a thorough inventory of ecological resources, actively attract investment, and launch more pilot projects to streamline the realization of the "Two Mountains" asset rights, thereby helping to efficiently configure and outline a beautiful ecological blueprint.
